IAI/ELTA signs USD160m of dealsELTA Systems, a subsidiary of Israel Aircraft Industries (Hall 6, Stand E700), has announced four contracts this week for a combined value of USD160m. The largest in monetary terms is the USD57m order from an unnamed customer for an EL/M-2083 long-range air defence radar, to be deployed as part of an aerostat (tethered balloon) system that greatly increases line-of-sight range compared with a traditional ground-based radar.

‘Instant’ fixed but movable facilities
‘Instant’ fixed but movable facilitiesAssembly of command posts, medical rescue stations or other facilities can pose a challenge, especially if high levels of protection are required and before long the whole unit may have to be moved. Drehtainer’s response to this challenge may be seen on its outside Stand B280, where the nucleus of a temporary facility can be imagined. The key to this innovative development is the modular flexible drive (MFD), which enables several vehicles to be assembled and joined to form a fixed laager, field hospital or command post.

Questar UGV from Marshall
Questar UGV from MarshallShown for the first time on the Marshall Land Systems’ outside Stand F171, the Questar is intended to perform surveillance, route clearance and other operationally dangerous tasks. Described as a high-mobility sensor platform, Questar is a modular unmanned ground vehicle (UGV) derived from the company’s Saturn, which won an MoD Grand Challenge in 2008.

REGIONAL FOCUS Asia-Pacific - AustraliaThe acquisition of capital equipment and systems for the Australian Defence Force (ADF) is well defined under the Defence Capability Plan (DCP). The latest edition of the DCP was released on 1 July 2009. It details the first tranche of procurements outlined in the Australian government’s Defence White Paper released on 2 May 2009. Although the new DCP includes only projects that are planned for government approval over the next four years, it includes USD47 billion (AUD60 billion) of acquisitions. Because of the long lead times involved, many of these acquisitions will not deliver capability until well into this decade.

REGIONAL FOCUS Asia-Pacific - IndiaSerious equipment shortages in the army had already been apparent before the Kargil conflict with Pakistan in 1999. The conflict highlighted these deficiencies and forced the government to reappraise the defence forces’ procurement process after years of corruption and bureaucratic inefficiency. This prompted a significant increase in defence budgets (which has continued), the tightening of regulations in regard to agents and commissions and considerable but seemingly ineffective bureaucratic reorganisation.

REGIONAL FOCUS Asia-Pacific - JapanThe Japanese procurement process is led by the Central Procurement Office (CPO), which manages and implements nearly all defence procurement efforts. There is a current effort to reform or even restructure the CPO, by introducing streamlined measures seeking to improve efficiency and enhance compatibility with international defence standards. There are specific proposals to adopt a number of US defence acquisition reforms, such as more “off-the-shelf” procurement practices that are hoped to result in greater cost reductions.
